It is true that full fledged members must have a Yahoo ID.

If you are using the Invite feature on Yahoo groups, you can use people's email addresses to send the invite. But they would still have to register and acquire a Yahoo ID during the process of accepting the invite.

If they do not wish to have a Yahoo ID, you could add them (with their permission) to the group using their email address. They would be email only members and could not access the group features. They would only be able to send and receive messages to and from the group.
Reply:invites can be sent to any e-mail address, not just those with Yahoo ID's. the invites contain info so the member can obtain an ID if they don't have one. the invite also contains the option to not obtain an ID and be an e-mail member only
